Flagship housing development will deliver much-needed affordable homes
Caerphilly County Borough Council has agreed ambitious plans to create a flagship housing development in Pontllanfraith that would include 83 new affordable homes.
The scheme is an exciting collaboration between the council and Pobl which, subject to planning permission, could result in an attractive development comprising 125 homes – of these 83, or two thirds of the development, will be affordable homes.
The development includes 42 homes for market sale, 41 low cost ownership homes (rent to buy or shared ownership) and 42 will be social rented homes developed in collaboration with the council and matched to local need.

The scheme will be developed on the former Pontllanfraith Council Office site and will be constructed sympathetically alongside the adjacent Harold Finch Memorial Park.
The development philosophy follows the ‘Garden Village’ concept, with enhanced landscaping and external features and arts and crafts style homes designed to enhanced space standards.

Key features include:
- 125 homes (83 affordable and 42 market value)
- A mixture of 1,2,3 and 4 bedroom flats and houses
- An ‘almshouse’ style development of apartments arranged around the existing cenotaph forming the centrepiece of the scheme.
- All homes with driveways will feature pre-installed cabling for electric vehicle (EV) charging.
- The site will boast attractive sustainable drainage features
- Green open spaces and links to the adjacent country park
Contractual arrangements will now be finalised between CCBC and Pobl before the proposals are submitted for Planning Permission in the near future.
